Dr Kadhem Jallab

Managing Director

Kadhem Jallab managed TWRI Policy and Research for a number of years when it was a Public Sector Research Unit.   In September 2011, Kadem, became the Owner and the Managing Director of  “TWRI Policy and Research”.   TWRI is now  a National and International research and policy Company. 

Kadhem has a master's degree from Heriot-Watt University in Edinburgh and a PhD degree from Newcastle University. He is a Fellow of the Royal Statistical Society and a member of the British Society for Population Studies.


Professor Alan Townsend

Associate Director (Labour Market)

Professor (and Councillor) Alan Townsend, MA, MRTPI retired as the Director of the International Centre for Regional & Development Studies in the University of Durham in 2005, and continued as Emeritus Professor. He is Vice-Chair of Bishop Auckland College, and of Greater Willington Town Council. He is one of relatively few people who have worked extensively in both physical and economic planning.


Professor Tony Champion

Associate Director (Population Geography)

Tony Champion has four decades of research experience at Newcastle University, focusing primarily on population change and migration and their implications for regional and local population profiles and planning policies. He became Professor of Population Geography in 1996 and is now Emeritus, located within the university‟s Centre for Urban and Regional Development Studies (CURDS).


Professor John Wilkinson

Associate Director (Health)

John has an extensive track record of public health experience in the NHS. As a former general practitioner, he has worked in a wide range of public health settings. His particular strengths are in the area of development, initiating new projects and acheiving results. He has also established a highly credible profile as a public health academic, focusing on the academic aspects of public health practice. He established one of the first public health observatories in England.


Peter Sturman

Operations Manager

After over 30 years' in research in Local Government, Peter Sturman re-joined TWRI Policy & Research in 2015.   He is the Operations Manager. Peter was a Senior Researcher at TWRI for 14 years, responsible for economic monitoring and reporting, when it was a Local Government Research Unit. He has since had 3 years’ experience working in a Local Authority social services Management Information Unit. He was then a Project Officer in local government, successfully focused on developing the Business Case for an investment.    


Chris Stephens

Associate Director (Statistical Analysis)

Chris is the Associate Director of TWRI Research with particular responsibility for Census material and Demography. His main roles are to analyse and interpret social and other data, including Census and other demographic data. This includes monitoring change. Chris has an honours degree in Mathematics, from Leicester University, and a Masters degree in Statistics from Newcastle University. He has been a Fellow of the Royal Statistical Society since 1972.


Dr Lee Pugalis

Associate Director (Urban Regeneration)

Dr Lee Pugalis is based at Newcastle Business School, Northumbria University. He specialises in economic development, regeneration, enterprise and urban planning based on knowledge that he has accumulated during an action packed career spanning local, regional and national government, academia and consultancy. He is a Chartered Town Planner (MRTPI) and Chartered Economic Development practitioner (MIED). He is also a member of the Regional Studies Association (RSA), Institute for Small Business and Entrepreneurship (ISBE), Town and Country Planning Association (TCPA) and Urban Design Group (UDG).


Ann Atkinson

Associate Director (Social Research)

Ann has 30 years experience in the management and delivery of social research projects, Most recently she has been working at Newcastle City Council as an Information Manager, leading the management, collection, analysis and reporting of data and information.  This has included the development of the council’s local information system and integration of research and information to support analysis of of need, policy development and improvement.


Dr John Woodhouse

Associate Director (Public Health Research)

John has 20 years experience working in a range of senior public health roles in a number of government organisations and the NHS.  He has led a range of initiatives to improve health and reduce health inequalities, including addressing environmental, social and behavioural aspects of health improvement.  He has particular expertise in the development of multi-agency health and social care responses.


Fred Pippet

Associate Senior Researcher (Economy)

Fred has nearly 30 years experience of research and computerised information systems in Local Government. He is an Associate Senior Researcher of TWRI Policy & Research with a particular responsibility for Economic Research and Analysis, however, his experience extends into other areas such as GIS, Housing and Planning Support, Demography & Census and Property Gazetteers.


Joan Davison

Associate Senior Researcher (Data management)

Joan has over 30 years experience in handling various data sets. Joan is an ex Tyne & Wear Research and Information (TWRI) Senior Researcher with particular expertise in data management and manipulations. Joan joined TWRI back in 1986 when it was first established. She has extensive expertise, understanding and capabilities in Community Safety Data (Crime, Recorded Incidents, Victims, Offenders, Fire, Probations data etc.) including sourcing, cleansing and disseminations.


Chris Young

Associate Senior Researcher (Social Research & Evaluation)

Chris is the TWRI Social Research & Evaluation Senior Associate. He has worked in the field of performance management, evaluation, GIS and social & economic research for 20 years both as a consultant and practitioner. Chris has extensive experience of working in public, private and academic organisations and for a wide range of agencies including the third sector.


Neil Fletcher

Associate Director (Skills)

Neil has a wide experience of the public sector at national, regional and local levels. After qualifying as a school-teacher he taught in secondary schools and further education, before becoming a full-time trade union official and an elected councillor in London. 

He became Deputy Leader of Camden Council, but also served as an elected member of the Inner London Education Authority for 11 years, chairing the Further and Higher Education Committee for 7 years and becoming Leader until its abolition in 1990. 


Neil MacKnight

Senior Researcher (Health)

Neil is a TWRI senior research associate in Health, with over 23 years in an NHS clinical and analytical background. He has wide experience of health data, public health analysis, police road traffic accident data and population data. Amongst his areas of interest are hospital spell based analysis, clinical audit, community health profiles, hospital catchment areas, service improvement and GIS in healthcare.


Shelley Mason

Senior Associate for Policy and Research

Shelley is the TWRI Policy and Research Senior Associate with special responsibility for event organisations.  She has worked within Regional and Local Government for 15 years and has particular experience in policy development, implementation and evaluation and in research and event organisations.

TWRI Policy and Research is a private company owned and operated by the former Manager of the Tyne & Wear Research and Information Service (TWRI) Dr Kadhem Jallab, a research and information service jointly run by the five Tyne & Wear district council’s until its closure in September 2011.
